Why go for any app builder when you can build your own? Start learning Java, after that you can use Android Studio to create your own apps. C# with Xamarin would work too.

Actually, if you are creating that yourself or with help of some other people (assuming they are not going to charge), you won't need to pay money but beware, for doing that require lots of hard work.
