Yes, there are a lot of instruments to do this. Just Google for it.

Back in the 90s we have Front Page and Dreamweaver, which allowed most people to create websites without needing to understand the underlying coding. Again, this was in the 90s, so I imagine it's much more advanced now and would accommodate most needs. With that being said, I've always hated site builders, and I prefer to code every single line myself. The code is a lot cleaner/organized, and I'm not bound to what the program can/can't do for me. As well, this allows me to better understand how all of it works, and from that I can do more with it than I would otherwise.
