My opinion is that there two really different types of Web programming role. One is being a Web Developer of a Web application, another is being a Webmaster of a site. Depending from the role is more critical having a deep knowledge of frontend and backend languages (for instance Javascript, Java, SQL, ...) and framework (let's say Ext JS, Angular JS, React JS, Spring, Hibernate, ...) or being more skilled on plugins of a CMS, security protocols, and having a good knowledge of languages like PHP, Javascript, HTML and CSS... They are so different that the label of Web developer is too generic.
