Well a pretty long time if you are asking that question. Web development is different from a web designer. As a developer you need to know a selection of different languages and a broad understanding of tech to be able to know the best methods in achieving your application. Wed design is easier to learn and part of being a web developer. You can start with HTML & CSS and build some basic sites and layout. Once you feel confident with that you could start writing some more complex applications such as a blog using PHP and MYSQL. After that move onto bigger more complex application builds and in doing so you will come across issues. These issues will prompt you to learn more languages hence becoming more of a developer. It will take as long as it takes for you to learn things. Ive been building sites and applications for over 10 years and only just feel confident enough to class myself as a web developer.
