It all boils down to how fast you can study and comprehend the fundamentals of the language you want to learn. Nail the basics and the intermediate and advanced topics would start making more sense. one step at a time.

Um. Yeah. Let's just say it depends. Technically some might argue you will never stop learning. As the variety of languages and environments is practically infinate. However you should be able to understand the basics after two years.
