Just proves what you currently know or not. You can be logical and not know a particular syntax or realize something can be used in ways other than its original intent. You can be logical and not even know programming at all.

So to answer your question, false. However, that isn't to say that logic, combined with the other factors, wouldn't make you better at what you do.
