Can you make a mobile apps using HTML and PHP

i'm not used to java yet but still, i wanna make mobile apps but since php is server side programming i doubt i can make it perfect, or is there any apps that like xampp in android?

without java language impossible to develop any app but u have chance is there. some company offer to who don't know how to develop app, they help your destination type app generate on there website with in 5Min... and download it and publish on store app.. i hope understand it.
