Perhaps because:
jQuery abstracts browser quirks so you can focus on writing code that works everywhere, instead of only on IE9, Firefox 32, Chrome 49 and not Opera.
It may not be as important in special cases -- like corporate LANs -- where you get to tell all the employees what browser to use.
