Designing a webpage by Photoshop

I've seen some guys designing webpages using adobe photoshop, I was asking how then the psd file gets turned to an Html file... And is it a good practice for web designers to use photoshop to create their webpages instead of coding completely

It was a good way to design great looking webs before, but nowdays that technology has changed, it is not recommended. Now days people use different devices to access these websites which means designers have to design websites that can be viewed neatly across different devices i.e. responsive websites in which case it is hard to achieve this using psd to html. Also CSS has advanced and most of its features are supported on all major browsers allowing designers/developers to achieve what they imagine easly.... things like drop shadows, gradients, rounded corners were hard to achieve without using images but now it is sooo easy.

if you make static webpages yes.And it was about design only. when it comes to mobile psd fails in someway. people using their mobile phones to do things on internet . So we start to talk about kilobytes and megabytes ohh and also speed. doing webpages by adobe looks great but for applications naah you use less graphics

I can say it's about to see the result before to start coding. As you know sometimes coding takes a lot of time. And also while you work with a team the design is hardly necessary because of cleaning the confuses. If a designer knows about file size and what it means when about code speed, it will design as code friendly. We have a word "each great man eats his yogurt on his own way" :) It's just a choice.
