I seemingly can’t access the next level, even when all other levels have been completed.

Do you mean you cant progress in course lections?

To fix problem yourself you may try to:
1. Do lection again
2. Check internet access
3. Clear cash memory of app
4. Reinstall app / or update
5. Restart phone (turn off and on again)
6. Wait some time, sometimes server is down and app dont work fine
