What do you mean by "creating your own domain host"?
You can create the webpage, but I don't see how you can create a domain. Those you have to buy. If you want your website to be named "example.com", you have to buy that domain. There are free solution, but you get a weird domain. For example, i deploy some websites for testing on heroku, but the domain is something like "example.herokuapp.com"

Danielle Coleman If you have 2010 or better PC you are good to go with any webserver tutorial. The programs needed should already be updated to the latest OS

But you still need to register the domain to make it easier to find online. If not who ever is looking for your server will need to type your IP.

It's not that domains can't believe created. But it is just something you won't be able to do.
There are fairly cheap domain names tho. For example, if it ends with .eu, you can get one for a very small price.
Regarding creating your own webserver, just keep in mind you'll still need to buy the domain.
