Not a bug.

The account is deactivated not deleted so count will still show but not who is following.

May be it has no decrementation.
I think bug..
I follow only 2 but showing 3 from a long..
A͢J yours following count is 16 but shows only 2 persons... Why?

Because all accounts has been deactivated that is why showing only 2 because both are active.

Deactivated is just mean profile will not be visible anywhere even following or followers count and XP would be remain same.

Deactivated user still follow you but that user cannot access profile and also cannot see your activities.

Most of the followers would be "Watch my Code'" 😀😀 and all accounts got deactivated.
