Can we make an ios app only with an Mac or we need to use only apple devices to make our IOS app?

Yes, it is only possible to make iOS apps on a Mac. :/
You would need a virtual machine.

you can develop for Apple by using a virtual machine to run it. and vice versa, Apples can run Android and Windows code through a VM as well.
