For me Spring definitely is must have, "Inside" you have a lot of interesting parts like security, boot (ATM so hyped) And jpa and its implementation hibernate - ORM in general.

I don't know about the best. The best for what? It’s always up to the project. For simple REST applications Spring is a good choice, but in enterprise environment you may find Akka more suitable. At last, first planning, then pick the best choice for it.
