How can programming language exist?

How do they made it? I mean, if we can create a lot of wonderful softwares using a code, then how do the language makers make their language? This question is maybe a silly question but I feel very want to know about this😅

Assembly Language is made direct or by writing code in C which is then assembled. It helps to learn that computers are a bag of switches 1 or 0 only
