Is internet an artificial intelligence program..?

I know that it is an foolish question.but think about it........ I mean...look at Siri,Cortana,and Google assistant....they act as AI....they uses internet as major source of intelligence......why can't we think that internet as parent and these artificial intelligence program as their kids....
