you don't need some special computer for that. I think that any computer for that money will be fine

Ah, that makes sense. That's an important piece of information. Unfortunately, I don't know much about what the best laptop may be. To my knowledge, that's somewhere around 500USD?

Uhh, 35,000USD? What currency? 35k usd is an insanely high budget, so I'm not sure what you're referring to.

A laptop which cost 500$ in US cost more than its equivalent Rs. Conversion that's why i cut it to 400$

Programming usually isn't too much of a resource intensive task. My laptop is about $600 and it's fine for programming.

Then raspberry pi šŸ˜ You could use your android phone as screen of laptop and raspberry pi as body of laptop also You can code Java on it
