To create and deploy iOS apps legally, you need to have an apple computer. But some people create virtual machines on their PC's and install a pirated version of the Mac OS X.

Edit:
You don't necessarily need a Mac to CREATE iOS apps. You can use Xamarin's tools to do that using C#. What you cannot do is deploy your apps to the App Store without a Mac.
