When is the time we can say we are good at coding ?

1when understand problems to troubleshoot
2when i can list all of the thing's necessary for my work
3get in to the process &present solution as fast as possible to the right time
4when solution come up with correction factors

I guess when we feel comfortable with what we use or do, in terms of solving challenges that is, being comfortable boosts confidence, being confident we approach a solution in less controversies, because we don't need to argue ourself too much that unknowingly we waste time with too many branches in our mind, a good paint or sculptor artist don't wonder when they get client request, they go along and do what they do : )
