I'm wanting to make a card game, possibly as an app. Is there a best language for that? I'm pretty new to coding.

just any language that you like :) because any language can do that

Python isn’t very good with graphics so beware. Otherwise python is great but graphics are terribly lacking.

For app making, learn Java (android) and Swift (ios).
Outside of that, making a card game you can go two ways:
Professional way - C++
Beginner/Hobbyist way - Python

There’s also more languages if the two above around your style.
