Can I make a site without using html??

This can be done, but you may have to learn another language capable of creating web frameworks. This can be done via JavaScript, but you would still have to use HTML tags to display buttons, input fields, etc. Using Python could also be an option as it does have libraries, such as Django, which are web frameworks.

You can use some other markup language that has support. And that statement is false, HTML does not introduce security risks to any site since it only takes care of the layout of the page.
The security problems come with the working methodology that you use on the server side, the scripts you use and other factors. All this can be mitigated, but even so it is good to keep in mind that no site is really safe.

Well, with the technology that we have now, nearly anything can be hacked. Nevertheless, that doesn't make HTML any less secure. As long as you design your webpage with little to no gaps that allow for people to take advantage of, then you should be fine. Even if there are gaps, I'm sure hackers wouldn't bother to hack just any website and would probably focus more on larger and more valuable websites run by larger companies.
