How to solve gradle sync failure in android studio without using internet? Are there any IDE for android dev that is offline?

actually i tried those solutions but the only thing that solve the problem is to download the missing dependencies. So do I have to download everytime I make a new project?

btw, to download the gradle-(version number)-all.zip and extract to the gradle directory did not work on me..
