Question

This contest will start on Febuary 1st and end on February 28th! All programs are welcome and to participate you comment the code(s) you want to submit. And you can vote for your favourite code by upvoting. At the end of February I will announce the winner in the comments. And create a post (shout out) for them. One rule: Only verified accounts with a level of 5 and higher are allowed to vote for their favourite code!

@skyblue2000 people with more followers and/or a beautiful avatar tend to get more upvotes even in their wrong and crappiest codes. On the other hand, people without much active followers and no avatar (like me) find it hard to get upvotes in much better codes doing pretty much the same thing. So I agree with @Arun that upvote counting won't be fair.
I guess that a fairer way will be to count upvotes given by verified accounts who have reached level 5 and above. It will be tough, but better.

The upvote count as the amount of votes each code as and the code(and the person) with the most votes will be the winner. So I believe that it's as fair as possible.
