If this is a question, then yes and no. You have to be proficient in a programming language of your choice, and you need to learn one or more cloud computing APIs. For example, there's Microsoft Azure, Amazon AWS, Google Compute etc, each with their own sets of features, pricing and language support. I don't think it's easy for beginners, but if you're determined and have some patience, I don't see why you couldn't do it.
