For the responsive part (making the web page look good in any device's browser) focus heavily on HTML5 and CSS-3, because HTML5 already provides a lot of "JavaScript like" functions very easily in comparison to the actual JavaScript, and with CSS you can adjust the look and feel of the page by conditioning on the device's browser the CSS script to be used. This is where you wright a script for a specific device (Mobil, Desktop or Tablets mostly). So yeah, it is perfectly possible. Good luck Tame.
