Can I create android app using Ruby programming language?

I'm new in android programming . I use java programming language to create android app. I use Java N-IDE to compile my codes. But in my opinion, writing ruby codes is faster than java. I want to create my android app using ruby. Is it possible? If yes, is there free Ruby IDE for Android in .apk extension or .exe extension? I want it in .apk extension. Because I don't use computer because of some reasons.
