Depending what you're meaning by web program... yes and no :P

Php is a server-side Html preprocessor to answer to web request by sending dynamically (or not) builded documents.
So, it's a web program in meaning that it is used in web backends, but it's not, as it isn't a "web app" running on client (user) side (frontend), even if it could be part of a web app (but the part located/ran on server side) ^^
