Anaconda Installation Problem

What should I do if get this message? This had happened 4 times when I installed the pip and tweepy ? CondaHTTPError: HTTP 000 CONNECTION FAILED for url <https://conda.anaconda.org/conda-forge/win-64/icu-58.2-vc14_0.tar.bz2> Elapsed: - An HTTP error occurred when trying to retrieve this URL. HTTP errors are often intermittent, and a simple retry will get you on your way.

It seems to download normally by copy-pasting your link in browser... As a total beginner, with no experience or knowledge. Should I download Anaconda + Jupyter NoteBooks or should I just keep it simple and download Python from its website?
