Can anyone explain static polymorphism where overridden methods are called directly by using derived objects?

Could someone please explain what is being overridden in the extended superclass "Animal"... when commented out, value remains.

Ques: can we write virtual before an overridden function from the base class?? if yes which f1() should it call base class f1() or derived class f1()???
