Why "1" and '1' works equaly

HOW CAN I DO SO, THAT IF I GIVE: "1" IT GIVE ME ONLY "YOU LOVE..." WITHOUT "ENTER A HOSTNAME"??

while a <= "e":
print(a)
a = "a" + "1"
print("Finished") and it said time limit exceeded

I am having trouble with the syntax in the recursion example shown. I don't know what the "?" or the number "1" indicates?

i = 0 / while i<5:
/ i += 1
/ if i==3:
/ print("Skipping 3")
continue
/ print(i). code starts at "1" and prints 5 why?
