Why there an unfamiliar tags in here? When or we will tackle it?

I don't exactly know how and why it goes like that. From my side, the part covering hyperlinks (<a>) comes after My Skills blog part.

I'm currently on the part there's a thing called "My Skills" and I saw this <a> tag and <span> tag
Is there a reason why we haven't tackles it earlier?
