How does commenting work on this site?

I continually see codes that mention "commenting," but I can't figure it out. Is it only for mobile?

Fleet it's only supported with mobile apps, using mobile apps we can write comment in other people's codes and vice versa, it could be to support them by complimenting their work, suggest a more suitable method for doing something, or solution if they are having problem getting the code to run, it's a way to communicate I guess, amongst SoloLearners.
