How do I make a notice window in html

Can any one help me to make a notic window in html and if it is not posible I dont want to use javascript, I'm wrighting the whole program in php.

i am afraid windows don't go without js. even html/css popups in form of a layer would not disappear without some onclick javascript to set display:none. but you could insert a notification bar on top with html/css/php
