How does the daily content get chosen?

We have Code if the day, post of the day, (new) challenge of the day. How does tgis all get decided?

They have an octopus in a tank which picks seemingly at random. but he knows what he is doing. they all think he is just a dumb octopus. but he'll show them, one day he'll show them all!
