Approve or reject: out of SoloLearn course questions in rate submission for challenges

Question

I participate in rate submission of question candidates for challenges. Sometimes I see really good question, but its subject is out of the SoloLearn course. I.e. if challenger meets this question he
1. would be confused: "I haven't seen it before: SoloLearn didn't teach me this thing!"
2. has to go internet and/or documentation to explore the topic (may be don't know what exactly to search)
To reject or to approve the question, what should I do in this situation?
