I use this like to download but it's not working I try other solution also , after clicking on that icon it's playing the song in place of download.

I think that this is the problem (although in your case I may be wrong) you should place this audio on an external resource (cloud storage, hosting...) then copy the external link from there and paste it into your shtml page tag
