Can you change other people's codes if they're public?

If someone makes their code public, does that mean you can change it? Also, if that's the case how do websites prevent this from happening? Sorry if it sounds dumb. I'm new to coding. Lol.

Cali if you're referring to sololearn's public code, you can't change someone's code (only moderators can) but if the code is open source on github, editing the code is possible.
