Canvas has a limited resolution, so it will be ugly. SVG is scalable infinitely, but for a wallpaper, it would be very hard to implement, and very limited (shapes, etc...). So CSS is still the best solution in my opinion, even if it depends of wich wallpaper you want to use (based on an image, a gradient, geometric shapes...).
