In this field of study, specific algorithms are used to make computers intelligent, such as genetic algorithms, annealing, deep learning (via ANNs). Most of the codes you linked do exhibit a certain level of intelligence, but when people talk about A.I. in the recent years, a major focus is emphasized on the ability of a computer program or a machine to learn how to become better at solving tasks, when given sets of training data. This is coined the term "Machine Learning", and is what (some of) the codes you linked above, lack.
If you bring a tic-tac-toe solver back to the 80s, people may call it "good A.I.". Nowadays considering the shift of focus in the field of study, people would hardly consider it A.I. , although it is well within the range of what has been originally defined as artificial intelligence.

A.I can be performed via algorithm (in most cases). Saying that A.I is an algorithm its not wrong but its abstract concept, it is very general and not well specified. If you mean that an algorithm can think like a human and output logical results then yes this algorithm produces A.I, or better this algorithm thinks like a natural being. Now maybe A.I in general it is an algorithm yes,maybe not exclusively a code but a system which works by using probably codes and other futures. For example one can say that our universe is an A.I system which works based on an algorithm. So, yes its not wrong to say that A.I is an algorithm. and better: A.I can be an algorithm too.
