What's the best programming language to devlop Android apps

which one of these languages is the most useful and helpful for the android developement: java, xamrin,phone gap, c++ with ndk or what?!

Most Android examples are in Java so it is the most useful language to learn Android. That does not mean you must chose that path, but it will be easier for you. There are multiple people here that have used web development to make Android apps. I've made progress using Kotlin for my Android app.
