Why mobile app and desktop version have different courses?

In mobile app I can find Bootstrap and other lessons I can't find in desktop site...

Desktop and iOS versions are years behind android app. And it is increasing as features are increasing. Like messenger in latest update. Most of users use android or they have to🤔
