for programming on web development it is HTML,CSS,js, PHP..
however.. you can start learning SQL whenever you want..
in programming languages like c,c++,Python,java,ruby etc.. I don't think you need to be specific while choosing with which to go first... you can start from any language and can end at any other language. It's just that.. when you start learning your first language.. you might face some difficulty which will completely vanish away when you go for other languages.
