Can I use SVG for Graphic Design? As in code a design and then covert the file to png?

You can definitely create a design as SVG and convert it to a traditional image format. There are numerous tools for doing this. Bear in mind that when you convert to a normal image for you lose the scaling feature.

For PNG best tools are photoshop and illustrator. Coding would waste lot of time to make a small circle while it can be done in seconds in other tools to make .png
