If you are talking about C++ only, that slightly depends. But the answer is most likely : no . You need images file/art for your game etc. Remember that programming tools/apps does not draw the game for you too!

Define "cool game" if you mean maybe a very simple text game, sure. If not, no.
I recommend stuff like pixel art to start with, as it's very easy to draw. If you want more realistic art, you will HAVE to learn it somewhere, I can't help you there sorry.
