Why hackers are best?

most of the tines I had seen that hackers are best in coding they can hack something which a normal software engineer cannot.
WHY?

Hacker's mind are more logical as compared to normal one. The hackers always remains one step ahead from the technology. They pre assume a situation and a the way to deal with that situation. Their mind is more logical and faster than an average person....
