Does the c++ teach you to make GUI apps

I am a begginer and I would like to know if devoting myself to this course allows me to make apps. Please help me and share your knowledge! If it is possible, will it allow me to make apps quickly? If not, what would yo reccomend to a complete begginer for GUI apps
