Which Software i can use to create website based on videos or films downloading?

Atom is not for hacking, Atom is a code editor.
You can use any editor to create a webpage.
Personally I recommend Visual Studio Code.
If you want to use a tool to create a web with little to no code then try WordPress, Drupal, etc.

The aim of my site is to allow users to download movies at a very low download size(mb).. could be illegal but im sure its something movie industries would like the expansion of audience despite the offsite rules. On MICROSOFT EXPRESSION WEB4 it doesnt play the source. Maybe i need new plugins but i thought those were suppose to come with the package

Anyways, I think you should only focus on supporting modern browsers like Chrome, Firefox, Opera, Brave, Vivaldi, etc. IE is almost dead, the amount of people who still use it is very small.

Ok man i will see to those too. Im not in this for fun. Its an addictive site im creating. Have draft the UI design but i didnt have a good web coding software on my computer. I tried ATOM but was for Hacking. Been downloading shit tons of software from internet.dats why im here asking for help
