Best programming language for developing ERP?

Which programming language in you guys opinion is the best for developing an ERP? Is it possible just using JS, PHP, html and CSS?

this type of programs is sophisticated and may include hundred s of classes and types , therefore I think it must be a high level object oriented programming language , like Java , c#
