How programing languages were made?

We are working on programing languages like java, c++, html, python, ruby, css , php ,etc. but it looks interesting while thinking about how these programming languages were made and what are the requirements and resources or tools are required and what factors are kept in mind while making a programming language?

I am not an expert but I think that it requires building compilers and stuff like that. Because if someone just invented a language, that's ok but then how will the computer understand it?
it only understands ON and OFF resistors so building a compiler is the key but it still a difficult task to make.
Meanwhile You can also create languages from other languages e.g: some languages are made by C.
