No connection could be made because the machine activly refused it (ERROR) in php

getting taht error all the time on google,...
i am working with netbeans
i am just trying to connect to the database
what could i do or what techniques could i use to repaire it

if you get mysql connection refused, or generally connection refused, that mostly means that you are trying to connect to a database that doesn't exist, therefore verify your connection data
